Default 98 Dodge Ram pickup and both the front seat belts are stuck so that you can't pull them out

I recently bought a used 98 Ram 1500. The previous owner took out the seats and relaced the carpet with rino lining. After he reinstalled the seats now the shoulder belt straps are fully retracted into the seat backs and I can't get them to release. Any ideas?

Normally I would say that when they stick like that, they are either twisted or the ratchet mechanism inside has given up.

You are gonna have to pull out the belts and retractors and fiddle with them a bit or replace them.

The mechanism in the seats need to be leveled, apparently the differences in the carpet/rhino liner made the seat uneven and they locked, try loosening the bolts and lift the back of the seats up a little at a time and see if they release...No, then try the front of the seats. If they release build the seat up with washers.
