No idea, this is a truck I am considering buying.
Seller says he thinks it may need plug wires, cap and rotor, says it has new plugs

Before you buy it, do a compression test. If all the cylinders are good, could be a bad injector or wires, cap and rotor.

My truck has the same problem. My #3s been misfiring.
Got the plugs, cap, wires, and rotors replaced.
Truck ran without the engine light on for a few weeks, now its turning on and off randomly again.
Truck has been running fine though.
I was told it'll be a good 1000$$$ fix.
2001 1500 magnum(5.9).

I agree compression check, heads on these trucks are known for cracking between valves. Beyond that, you could have a leaky injector dumping too much fuel, or clogged or failing injector that does not deliver enough fuel. You can just put a long screw driver against the #8 injector and hold it to your ear and at least hear if it is ticking away quickly like it should. Thats not a true test though, but it will tell you if it is at least alive. Only an oscilloscope can check an injector pulse properly. Or of course an expensive dealer scanner.

As far as simple fixes though, what would be nice is if it was as simple as the #8 wire is bad, or a point on the distro cap has worn out enough it cant spark from the rotor to the point on #8 any longer. Or theres no tip left on spark plug #8 but you say the owner says it has new plugs so.... Do you have a spark plug wire tester? They look like a pen, and have a little window in the side of them... you hold it to the spark plug wire while the vehicles running and the little window in the side of it will flash with the spark plug wire pulses. Mines made by champion they are like 10bux. That would be the easy way to narrow out distributor/rotor. Could only be plug, injector, or cracked head then.

Another thing to check is the plenum gasket. The 5.9 is know for blowing it and it a lot of times it shows up as a misfire in the #8 cylinder. The way to check is to look down the throttle body and see if theres any oil. There are several forums on it in here if you go through search.
