Default Clutch fan shot?

When cold, not been running all night, etc, I note that the clutch fan is still rather stiff. I would think it would move pretty well with the flick of a wrist when cold. On mine it will move about one blade width then stop.
This does not seem right. Even aver after leaving it run for a few min, way before it is remotely hot it is stiff as a dog. Time to replace?

I have looked it it a couple of times (2001 with 93k) in various temps when it has sat all night or longer, 50-90 degree and the thing does not travel very far at all. I'd think when cold, even when out side temp is 80 the thing should move further then a fans blade width in distance.
Today it is 90 out and when I checked it before it started for the fist time today it was stif as a mother. Then after letting it idle for 3 min or so it was even stiffer. I could understand that if it was running, driving around town and I check it in the heat that it would be stiff, but I think this is just to much.

Mine , I just had off to replace a water pump, it is just as stiff, maybe a blade width with a flick of the wrist, with a pair of vice grips on it it will take 5 or 6 second for them to reach the six o'clock mark from high noon. when the engine stops the fan will spin maybe a revolution or 2 the most.

OK, fan is just too stiff at anytime, any temo, any conditions, my know how of them from years past, it is shot.
How do I take it off? Do I need to pull the fan shroud off? Pull the whole fan blade off or just the clutch, how is it set up on this truck? Last one I did was on a 65 Tbird.
