Default Replacing/InstallingHitch Assy

I want to replace the hitch assy on my 02 1500. I got the exact same hitch so no mode would be required. I was told the old hitch should slide off without removing the bumper but that is not the case. I removed the bumper and still I'm not able to slide the hitch off without cutting an openig to slide the hitch off.The top of the hitch sit above the blue flang. Please view photos and advise ro recommend. Thanks,

Got it figured out. I ended up removing two bolts (L/R) that mounts the flatbed to the frame. I raised the frame as required and the installation completed as advertised.
