I had the same issue. I never dealt with a salesman at the dealership at all, but worked directly on my purchase with their guy that handles all dealer-installed stuff a purchaser wants to add (tonneaus, buildliners, etc.). He's also the guy that specs all of the trucks they buy for stock.

This dealer never (intentially) orders a truck without the class IV receiver option, but apparently he missed it on mine, because it didn't have one. All of the rest was there, including the framework, wiring and port, etc. So, he put one on, and as far as I know, it is essentially the same piece the factory would use.

My guess is that when it's put on after the fact, the connection method the factory uses wouldn't be possible or would be too difficult, so they use that heavy bolt that comes up through the bumber hole. Mine now has the same ugly high cap over that hole. Other than that, I have the same ratings and capability as if the reciever had come from the factory.

Everything at the dealership said Class IV, but when I crawled underneath when I got home, the hitch says Class III, and it is a Curt not a Mopar, so I am guessing the dealer had it added because it didn't show up with the hitch. I didn't mind though, since a Class III is rated to 6K and 600 lbs tongue weight, which will accommodate anything and everything I plan to tow.

Thanks for the replys guys, much appreciated. Actually I didn't know that MOPAR made a different hitch. I assumed that because most of the "Hitch" was already there via the tube that's under/behind the bumper, all it needed was the bolt on piece. So your right, I should get the class IV regardless of how much I am towing due to the fact that it simply looks better. Is the Class IV an entire piece that replaces the tube thats already there? Thanks again guys, once I find the right part I'm sure the dealer will make right, plus it helps I know the general manager...
Curt class III. As stated above it works with the flush mount cap.

I crawled under a few trucks with the factory hitch installed. Basically everything is the same except two small things. First, the small piece that the bolt threads into is not there due to the receiver being welded to the same bumper/hitch tube that is on my truck. This tube is just like something you would buy, say from curt or Uhaul and bolts directly to the frame. Second, the loops that you put your chains into are slightly different..

So basically, everything is the same, but the factory just welds the piece to the frame connected tube. I can probably remove the whole assembly and take it over to a weld shop and have it done to remove that silly bump cover and bolt...

You might be able to get a replacement bolt. The one that comes with the Curt hitch has an Allen head with a low profile instead of a standard Hex bolt.

Another thing you can do is cut the bolt short enough to where the regular cover works, but the bolt is still long enough to be fastened

Mopar's "bolt on" hitch for the ram is a class IV hitch not a class III. Part#: 82213205

It is rated for 12,000-lb tow rating, 1,200-lb tongue weight rating with weight distributing equipment; otherwise 5,000-lb tow rating, 500-lb tongue weight rating

Note the "Fugly" cap in teh picture this is the tell tale sign that the after market hitch is bolted on.

If you don't have a hitch or want to put a better one on, go with the Class V Reese or Curt. A lot of 3500 owners are having issues with the factory hitch. Look at the welds in the corners for cracking.
