Default Loose Centercap?

I just purchased some new rims and am using a spacer because they are off a jeep and wont fit without the spacers. My center caps are loose and i was wondering if there was anyway to fix this i can hear them click and rattle when i turn sometimes so thought u guys would be able to help thanks

So what's keeping the caps from fully seating on the wheel? The hub? The brake rotor hat?
