Default Dead fan or Cabin Filter plugged??

Got an issue here and I'm trying to figure it out.

My fan doesn't like to blow..lol. That being said, yea, it's weird. Sometimes it works just fine, you drive for a bit then it appears to stop working, then you stop, rev up the engine and it starts to work again.

It's almost as if it's working on some sort of pressure from elsewhere? I was told recently that if you have a plugged up cabin filter, the fan doesn't work correctly ?

Anyone shed some light on this situation. Thank you.

Also, if there is a cabin filter, I've seen it said it's behind the glovebox. Easy way to take that apart??

I think the Ram never came with a cabin air filter.

I know i just bought the part to install one in my 2011 Ram.

Alright, well I guess with that then, where is the fan located ? Behind the glovebox?
