Default Fog Lights Not Working

Been going over this truck I just got and noticed the fog lights aren't working. I checked the fuse, it's fine. I switched the relay to another component's circuit and it worked fine. I got the DVOM out and measured the voltages in several places. There was power on both sides of the fuse. I took the fog light bulb out of the connector and put the DVOM up to the connector. With the ground lead on the battery and the power lead on both sides of the connector it showed 12v. Should that connector have a 12v reading on the + and - side of that fog light bulb connector?

I then tested the bulbs by running a jumper wire to + and - of the battery from the leads on the bulbs and they lit up as they should.

Where should I look now?

Edit: The connector has 12v even with the fog light switch in the OFF position.

Here's a little more info I found interesting.

When I had the DVOM (-) lead grounded to the negative battery post and the DVOM (+) lead touching either of the fog light's + or - connectors at the light the DVOM read 12.18v and that is whether the fog light switch was in the ON or OFF position. Then, with the same set up as above I would pull out the blue 15A fuse in the under hood PDC that was labeled "fog lights" and the voltage would drop to 10.49v. I would put the fuse back in place and the reading would go back to 12.18v.

The DVOM always shows power on both terminals of the fog light connectors whether the switch inside the cab is on or off.

I'm stumped.

The fog lamp relay switches the ground terminal, so the reading of 12v on each socket terminal is correct when the lights are not lit.
Does the fog lamp indicator on the dash light up ??

Just checked it and I do not see any fog light indicator lit on the dash when the fog lights are switched ON.

Can you verify that the fog light relay 'clicks' when you turn on the fog lights.
With the fogs turned 'OFF', you should be able to remove and replace the fog relay and it should not make a sound, however, if the fogs are turned 'ON', it should click when being removed/plugged in.

Also, since you have a DVM available, take the readings from all 5 relay socket pins with both fogs on and off.

The relay does NOT click when removed and replaced while the fog lights are switched to ON. I recorded the voltage readings from the 5 relay socket pins.

Pin #1 with key ON = 0v, key OFF = 0v
Pin #2 with key ON = 11.37v, key OFF = 12.00v
Pin #3 with key ON = 11.62v, key OFF = 11.99v
Pin #4 with key ON = 0v, key OFF = 0v
Pin #5 with key ON = 0v, key OFF = 0v

I was looking for the readings with the fog switch on/off.

The relay terminals have a standard set of numbers which should be configured as follows in the relay socket -

85---87a---86
-----87------
-------------
-----30------

I'm guessing your numbering equates as -
1 = 85
2 = 87a
3 = 86
4 = 87
5 = 30

I'm sorry, that post was meant to say switch on/off, not key on/off. It was performed with the fog lights switched on and off. The relay wasn't labeled as they typically are.

Is it possible to get the reading from #1 (85) with the relay in-place.
I'm willing to bet it changes from 0v to 12v (switch on or off), and if it does, the problem is the ground trigger to the relay from the light switch, which could be either the ground to the switch, the switch itself, or the connection from the switch to the relay.

This circuit of the light switch is on a 2 wire connector with -
Black/Orange wire - this ties to ground (Should always test 0v)
Brown/Yellow wire - this connects to relay pin 1 (85), and switches to ground when the fog lights are turned on. (Should test as 12v with fogs off, and 0v with fogs on)

I guess the prudent check is to see if this connector is even plugged into the light switch.

Just to verify: This connector would be plugged into the fog light switch on the dash, correct?

Also, when I get home this evening, I'll be checking the voltages with the relay in place.
