Exclamation Charging issue

My 2004 5.9 24v doesn't charge when first started and left on tickover! Even revving it to 2000 rpm doesn't start the charge, but drive off down the road and it starts charging! Why is this? Any ideas before I start pulling my hair out.
Cheers
