okay i think i found it.. it is right below the steering column on the left side..

Here is a pic i took of it.. all of the ignition wires go to it.. the other side of the wires go toward the firewall and combine into another huge harness..

You the Man!!
That's it (I'm 99.994% positive).
Unplug that puppy and test for ground at the fuse.

ok here is the tricky part.. I didnt think about it..

But it was only showing ground when the ignition was turned on.. and showing nothing when the key is off.. and now that that harness is unplugged.. when i turn the key to "ignition".... the key is essentially doing nothing..

So it did not show ground this time. lol

Good thought....I forgot about that, but with it disconnected, we can now test right from the plug.
In you pic, the 2 wires at one end are Red and Pink/Yellow (the opposite end should have very heavy Red and a thin Black)
The wires on this end (Red and Pink/Yel) are the ones we are interested in. The red is from the fuse, and the pink/yel is the feed to the fuses we pulled. Check both. Both 'should' check open, but I'm willing to bet the Pink/Yel looks like a ground.

Well, at least we know the ignition switch is NOT the problem.

Next test -

BTW - Do you have the battery disconnected?

Not yet. I like the having power as a reference.

Next test is at Fuse 37 (the spare). What I want to know is if the 'ground' condition shows up on the power side of it. In a perfect world, it will show open on both sides.
