Default brake controler question

i have an impulse brake controler. the last time i hauled it seemed like the brakes were draging on the contoler. my question is does the controler need to be mounted horizontal or can it be mounted at an angle?

e-mailed the hopkins who in turnes makes the impulse brake controler. and they said that that perticular model can be mounted in any position. they said that is only a problem if i have a proportional brake controler. so next time i am going to turn the gain down even more and see what happens then
