Default 95 hvac issue help appreciated!

Im hoping someone out there can help me.I have a 96 1500 4x4 with the 5.9.My hvac controls are acting up.If I have the selector knob in the off position or vent or circulated you can hear a sucking coming feom behind the knob&the air wont blow through the vent or circulate.But if its on the floor or dash theres no sucking&the air will blow.So I pulled the vacuum harness off from behind the knob&its the black line constantly pulling vacuum thats making the noise.Ive checked all the lines I can find.No cracks etc.So Im wondering if its the blend door actuator?My 4x4 works good as well as cruise.Also when I turn the truck off youll hear the sucking for about 5 seconds.Its kinda hard for me to hear much I have tenidous my ears never stop ringing.Anyways Id appreciate any helps thanks guys!

I would lean towards the control's themselves.

If you don't have a hand vacuum pump. Try pulling them and using a small piece of hose to the black feed on the back, then check the green, yellow, white, etc... ports that exit the heater-a/c controls while cycling the knob to be sure there's no blockage and that it's working correctly.
