Default License Plate Frame

I have an alumni license plate frame I'd like to place on the rear of a 2019 Ram 1500 Laramie Crew Cab 4x4. Unfortunately the RAM still is drilled low for the top screws. Can you drill above the holes for the license plate safely? Or can you cut the plastic barrier that the rear license plate sits on, so the plate can sit about 1/8" lower or so to fit the frame and plate?
