My state title lists the GVWR, which is what the state troopers and others will go by. Unless I get a different title stating a higher GVWR, I am pretty sure I can be ticketed if checked and over weight.

Good research and mostly valid. However, not just any business related garage owner can simply make mods and alter the certification label. These owners must be approved by NHTSA to make such mods in order to apply a modified certification label.
