So I've been fighting with this Rev Limiter at 3500 RPMs, park or running. Well on a trip to the pick-n-pull yesterday I snagged a ECM just for fun. And no more Rev Limiter, it's back to factory settings at 4000 in park, haven't tried anything higher than that. But I remember reading a couple posts about it and wanted to throw a CONFIRMED fix out there.
