I don't even know if this is possible. I've been searching for hours over a few days so finally I am making a post about it.
I ordered a new antenna from Rydonair. They claim to fit the ram right out of the box. They come with two stud adapters. But how do I remove the OEM antenna base stud? Just clamp it with pliers and turn? Trying not to damage anything honestly, but is there anyone here who has done this? I've attached a photo of the stud I'm trying to remove and replace with one of the supplied adapters. Yes the black sheath was removed as well, which the antenna came with a replacement as well.

The top ring is metal and has to be removed by unscrewing. The antenna housing has flat spots that engage the fender and keep it from spinning. That is unless the assembly is badly rusted together. They sell a socket with prongs on the bottom for removal. You can use pliers of some sort but have to be really careful you do not hit your paint or damage the metal ring.

Yeah the black ring (replaced from the chrome ring) with 3 notches is easily removable. The rusted stud in the picture though, thats removable?

Sorry, misunderstood what you were asking. Yes the stud is removable from the thin sleeve it is screwed into. However, the OEM stud does not look like that. There is also a black plastic ring that should be around the sleeve that appears to be missing (actually think it is not supposed to be removable). Looks like your sleeve is torn from excessive force? Judging by the amount of rust and missing part, you may have to replace the antenna mount. Look up 05064394ah to see what it should look like and what you are missing.

Yeah my dumb ass removed the black sleeve with some needle nose pliers. It shredded pretty easily, so I imagine it was on its last leg. I agree that due to the amount of rust, I will likely need to replace the entire thing. I don't even really use the radio, other than for AM stations which I have the app for anyway. I just want it to look nice at this point. I found it on ROCKAUTO.COM, MOPAR 5064394AG {#5064394AH} with cable. for $39.79 +s/h. Worth it?
And it's all good on the misunderstanding, I may have asked the wrong question.
So lets say I do order this new part, is the threaded stud changeable that you know of?

My bad in the beginning. I had not read your post correctly. Yeah, the stud comes out. Have a look on Youtube. Several videos of people changing their Ram antenna. The stud should stay with the antenna so not sure why the Mopar replacement part is showing the stud installed? If you look the part sticking out is knurled and not threaded.
