Yessir.. I'd lay odds it's totalled. You're looking at a complete bed, major repairs to the cab (the body shop has to remove all that bondo to fix it), and that's not counting any possible frame damage.
It's a 20yr old truck, so just a replacement bed and spraying it will most likely cause it to be totalled.
