My brother in law doesn't have access to the net so I said I'd ask this for him.

He has a 2000 Ram 5.9 Magnum, 2wd, Auto box. When it is on E on the fuel tank it won't change out of first gear. Occasionally he can abuse the kick down and it will change but as soon as he stops and starts it again it stay in first again.

Soon as he drops some fuel in (even just $10) the gear change works just fine.

This is a little odd. We did think it might be a sensor, but it doesn't make sense that it would hold it in a lower gear with higher revs when you're low on fuel, unless it's intended to make you drive slow.

Anyways, anyone ever had this issue or know what may be causing it?
