That's looks to be a oem srt 10 hood.

to get the 06+ headlights to fit your 03, the most straight forward way would be to buy new fenders and bumper cover since it's flat and not wavy. I doubt it'd be hard as they are basically the same truck they just gave it a "facelift" with that newer front end, so I'm assuming they'd line right up to where the old fenders bolted up to
