1996 Dodge Ram 5.9L gas. My engine does not turn over. Starter makes a loud noise like if the gears won't engage the flywheel. I removed the starter and try to turn the engine by hand. It does not turn over. It was working fine did not drove it, it has oil, did not get hot, new battery nothing broke. All I did was removed some wires and parts from an old propane system that was not being used. The question is: Can the engine seize by electrical issues ? Thanks for any comments and advise.

I cannot think of any reason why the engine would not turn over because of an electrical issue.

Check the dumb things first, like battery voltage, fuel, air, and spark. I know it seems silly to check these, but it can't hurt.
