Fueling issue- Obstruction? Sensor?

My son was driving my 2017 Ram 3500 6.7L diesel dually last night.... had 70 miles DTE, so he stopped by a mom and pop station to fill up.
While pumping fuel, the pump stopped at @ 11 gallons acting as though the tank was full.... he looked down into the fuel filling tube and could see fuel an inch or so down.
He put the dispensing handle back, then went to the cab to check the fuel gage- which was rock solid at the 1/2 full mark.
Haven't had any fuel related issues in the past..... it is due for both fuel filters to be changed..... but....
Any of you have this situation before? Or, thoughts on what it could be?

If he was looking down the capless fuel filler neck, all he would see is the secondary flap that closes off the filler neck. It would probably have some very small amount of residual fuel on it.
Now, maybe he didn't have the filler nozzle fully inserted into the neck, that will cause filling issues.
