Long story short I'm debating on either painting or having my chrome rims painted. If I commit to doing this, I really don't want to do it myself. Would I have to take it to a specialty shop or could any paint shop do this?

Note: I'm not talking about the stock chrome clad wheels, but aftermarket ones.

I would recommend powdercoating over painting. I had a set done last year and they hold up much better to the elements compared to paint.

Also If you get your chrome wheels powder coated be sure to have the chrome plating chemicaly stripped by a plating shop before blasting and powder coating.
Powder or any type of paint does not like to stick to chrome. Very poor adshion of paint over chrome.
Stripping of chrome to the Nickel plating underneath is the way to go. If they are alu wheels be sure NOT to have them sandblasted. It is way to course and will more likely than not cause the nickel to lift and possibly peel.
Try to get them Gass beaded. It is less abrasive and leaves a smoother finish. Sand blasting is good for rusty pitted steel.
All places are different. The coater we use at work typicaly charges 50- 75 per wheel inc blasting

Whether you paint or powder coat them the key to having a durable finish lies mostly in how they are prepped. Mine are painted and clear coated, but I am contemplating having them powder coated when its time for new rubber. Powder coating is durable and I am concerned that over time brake dust will damage the clear coat. At least that's my excuse for when my fiance asks why I clean my rims every other day.
