Help with rear shackle.

Okay, so im thinking of doing a shackle lift on my 1999 dodge ram 1500. I went under to look thinking there wouldn't be a shackle. This is what i found. Can anyone tell me if this is a lift lower or stock shackle and how would i install the lift shackle. Any help would be appreaciated. Thanks.
