Correct me if i'm wrong but thats the side of the filter where outside air enters.

Lot's of blow by or a stuck pvc valve.
I’m guessing there is excessive crankcase pressure caused by blocked PCV valve of excessive blow (worn out rings). The pressure seeks a vent, which might be up through the heads, and subsequently atomizing oil which is picked up by the breather tube on passenger side valve cover.

Is that kinda what’s what going on?

How long has it been since the filter was changed?
I’m not sure. I got sloppy on my maintenance record keeping as I thought I was getting near the end of the life cycle of my truck.

Several years is my best guess.

If your truck is running fine then I would just put in a new filter and check it after a couple weeks of driving. If its still clean and no oily deposits there is probably nothing to worry about.
