I read threw a few threads and couldnt quite find anything and wanted to make sure my problem was right.

My power steering is messing up. When Im sitting still, I can't turn my wheel. But if I rev the motor up, it will turn. Any ideas? Is the power steering pump or rack and pinion?

Is the fluid level low?

nope. and I also changed the fluid out to some new atf4
