I have noticed it for a while but now its starting to bug me any way to get this off my paing its been there for a while but I have no freaking clue what it is and how to get it off:4-dontknow:

I would try to use a clay bar kit. I just did this to my truck yesterday on paint overspray and it took it right off.

IDK what that stuff is but here's a guess
Your clearcoat is cracking and coffee was spilled there...I'm most likely wrong but that's what popped in my head lol

Go to home depot/Lowes and get some goof-off
Its used as an adhesive remover but I've used it on many things around the house, its some pretty strong stuff

Looks like Pine Sap to me. A little gas will take it off and shouldn't effect the paint. You'll just have to buff around it.

When's the last time you parked under a pine tree?

......And if that doesnt work try a pinstripe removal wheel. Looks like a big eraser and works wonders on removing crap off the vehicle. I used it to remove the gunk after debadging. A bit of over kill probably but it made it really easy to get the gunk off.
