My engine makes a whining sound near the belt but everything is alined and the belt is fine. The higher rpm the higher the sound and when I turn it goes louder and the steering is getting harder. But my ps fluid is topped up. What else could it be ??

Yeah when pump starts whining its going bad you need new Power Steering pump
