@ramcares is the customer assistance team. According to the recall letter, instructions are included for directly requesting reimbursement from FCA. Here is a cut & paste of that section of the recall letter:

WHAT IF I ALREADY PAID TO HAVE THIS REPAIR COMPLETED?
If you have already experienced this specific condition and have paid to have it repaired, you may visit
www.fcarecallreimbursement.com to submit your reimbursement request online. [3] Once we receive and verify the required documents, reimbursement will be sent to you within 60 days. If you have had previous repairs performed and/or already received reimbursement, you may still need to have the recall repair performed. We apologize for any inconvenience, but are sincerely concerned about your safety.

If you had submitted the reimbursement request via the link above, maybe the FCA Recall Assistance Center can provide additional assistance. If they don't handle the reimbursement requests hopefully they would give you the contact information for the applicable department.
