I have manual seats and neither the drivers or passengers seat will recline. Is this something that anyone has experienced? Can this be repaired or is new seats necessary?

Yes I?ve tried the lever. This morning I was able to get the passenger side to recline. I pulled the handle up and then pushed back very hard. The seat became unstuck and reclined all the way back. It works fine now. However, when I did the same thing on the drivers side nothing happened. The drivers with the handle up all the way is the same as if the handle was not being used at all.

Before doing any major disassembly, check to make sure that the large Phillips head screw/bolt that secures the recline lever is tight. If that's not the case, remove that screw and pull the lever off and inspect it for damage. You may merely need to replace the handle.
The linkage that releases the mechanism allowing the seat to recline does not seem to be readily accessible with the seat installed in the truck. You may need to remove the seat and do some disassembly to get at it. Good luck. I hope my first couple of suggestions solve your problem.
