For some reason, the idler pulley sort of chirps when the weather is cold. I have replaced it, but it wasn't long before this one started doing the same thing. Is there something I have done wrong? I find it difficult to believe that both pulleys were bad.

The only thing I can think of is you're over tightening the bolt. Look up the torque and use a torque wrench on the next one if you end up getting another.
I haven't seen a steel idler pulley for sale, only the thermoplastic. If it wasn't that long ago that you replaced it, it should still be under warranty. Maybe cheap bearings are the culprit. Did you get Mopar or something like a Duralast?
