There's multiple levels of tow package, and many different tow ratings based on other factors.

If you punch your VIN number into this site it can tell you exactly what your truck came with from the factory. If it doesn't say 'Class IV Receiver Hitch' in the list, your receiver is aftermarket and should have a sticker on it somewhere with its rating (remember, your tow rating is the lower of the truck and hitch ratings. If the hitch is rated lower than the truck, go by the hitch ratings)

 

It’s says delete class IV receiver hitch does this mean the numbers on the hitch are correct or where should I look becuase the hitch says 10,000 pounds witch I find hard to believe so that’s why I’m trying to look around to be sure

 

If your build sheet says the hitch was deleted, then your receiver is aftermarket. The hitch itself is rated for 10,000 lbs, but the truck rating is probably lower. You said it's a quab cab, 6' 4" bed, with the Hemi? What axle ratio does the build sheet say it has, and is it two or four wheel drive? Pretty sure Ram has a sheet somewhere that breaks down tow ratings by vehicle configuration....

 

It’s 3.55 rear axle ratio and yes it a 4x4
