A what? The gas cap screws on

 

I doubt that there is anything in the filler neck, not even a anti siphon spring
On my 2009 Hemi powered Ram i just bought a locking gas cap to keep children from putting sand or anything else in or gas thieves from taking anything out, without removing the hose from where it attaches to the gas tank

 

Nope no flapper on mine.

 

No flapper on my 15 either.

 

What the "F" is a flapper?

 

As most have pointed out, it was part of the early evaporative emissions system.

 

C'mon, you guys don't remember or never had a vehicle with a fuel neck "flapper"? I think they've been retired for a while now. I believe their primary use was to reduce evaporation for emissions, etc. They might have had other uses as well. But yea, no flapper on my 2015 either.

 

My 2016 Ram 1500 Eco-diesel has one because there is no real fuel cap, just a plastic cup to supposedly keep dirt out
