I've read on here as well as other forums and in the owners manual that the hemi takes 7qts. Yet every oil change I have done, 7 qts only brings the level up to the bottom or the lower hole of the safe zone. It takes just shy of 8 qts for it to be full. An yes thats checked after running the engine for a few minutes and then letting it sit for several hours.

It takes 7 quarts if the oil dip stick does not show full after 7 quarts is added then either you are reading it wrong or there is a problem such as not inserting the dip stick all the way or some sort of manufacturing defect better go to the dealer and ask them why? I would not put 8 quarts in though when changing the oil as its overfilled and could cause engine damage.

Correct.

If it is really cold out you might be well below the half way point.
Make sure you're on level ground and not filling up the truck while it's still on stands.

I generally fill to the halfway mark, drive the truck, see where it's at, add if needed.
